In July 2007, Kennet District Council merged with North Wilts Council, West Wilts Council and Salisbury Council to form a Unitary Authority covering the whole of Wiltshire excluding the Swindon Unitary Authority. Kennet District Council no longer has a website. The new council is Wiltshire Council.
Having seen council powers in Wiltshire go through this phase of centralisation, we have now got the Localism Act which reverses the direction of change.
The Localism Bill was introduced to Parliament on 13 December 2010, and was given Royal Assent on 15 November 2011, becoming an Act.
Fix My Street is a useful way to report local problems to Wiltshire Council (like pot holes in roads, fly tipping, or broken paving slabs). Wiltshire Council subscribes to it. See http://www.fixmystreet.com/reports/Wiltshire
